I am glad to know (through http://www.gmanews.tv) that after many years, the plebiscite for the division of Quezon in to two separate provinces will push through this October.

I remember I was a high school student then when the talks about the division proliferated, and we were quite excited to see our town Gumaca becoming the new province’s capital. It has been a long journey, I am now a college educator in a prestigious university in Quezon City, the original author of the bill (RA9495) passed the crown to his son already, and I have seen a lot of changes in my hometown. Now, the dream is becoming a reality. And I am proud that I am one of those who dreamt for this to happen.

On the other hand, I am quite disappointed with those who oppose the division, especially one of them is a distant relative, and another used to dream with us.

I saw and read their points and somehow, they have valid reasons to oppose. Yes, it is very true that Quezon del Norte is far richer than its counterpart, it is closer to Manila, and therefore favorable to businessmen, festivals are more known than ours, etchetera. These people, if I may translate their points in my perception, are simply afraid of what lies ahead. Or maybe some hidden political agenda?

I am not pro-Tanada or pro-Nantes/pro-Pulgar. I am pro-Quezon. Maawa po tayo sa mga kababayan natin na kapag may kailangan, bibiyahe pa ng napakalayo para lang makarating ng Lucena. Maawa po tayo sa mga bayan nating napag-iiwanan dahil mas prayoridad ng mga nakaupong opisyal ang magawan ng proyekto ang mga lungsod at malalaking bayan para magkaroon ng utang na loob ang mga tao na maaari nilang pakinabangan sa susunod na eleksyon. Maawa po tayo sa mga kababayan nating nasa liblib na lugar at hindi naaabot ng mga serbisyo ng pamahalaan sa kadahilanang malayo sa sentro ang kanilang pamayanan.

Tingnan po sana natin sa mikroskopiyang pananaw ang panukalang batas. This is not about competing with the would-be Quezon del Norte. This is not about who’s more progressive and materially wealthy. The division of Quezon is about reaching the grassroots and making ways for them to be empowered and uplift themselves. By doing so, we can achieve progress, participative in every sense.

As for those who oppose because they don’t want to alter history, history is dynamic. It changes everyday. And we should always be ready for changes. We should always look forward on how to foster development and not be locked with old systems and beliefs. Quoting Portuguese explorer Fernao de Magalhaes, “You cannot find new oceans unless you have the courage to lose sight of the shore.”

God bless Quezon del Norte and Quezon del Sur.

  1. alabalab, though I am a petty bourgeois, my orientation is proletariat. Bakit magiging magulo ang paghahati ng lalawigan? Unless may mga manggugulo. But I doubt it. Quezonians, whether Northerners or Southerners, are peace-loving people. Ok, let’s say you are in a family with 20 siblings. You are to get your share in a rectangular cake. Obviously you want to get the side part because it has more icing than any of the slices. But you found out that your kuyas and ates took it already, leaving you the middle part, the one with less icing. That’s what’s happening in our province now. Buo tayo pero ang nakikinabang lang sa may “icing” ay ang mga vote-rich towns na pinapaboran ng mga pulitiko. Ang tanong: may magagawa ba tayo para maalis ang mga pulitikong tulad nila? alam mo ba ang sagot? wala! kasi we’re just part of the minority, sila pa rin ang iboboto nung mga tao from vote-rich towns kasi napapakinabangan nila siya (the politician). So sa palagay mo, kapag nanatiling buo ang Quezon, mararamdaman mo na ang ginhawa? Kapag hinati ang Quezon, you will get 50% more chance to get the favorable slice of cake. The chances of electing unworthy officials will be decreased (do I have to explain why? logic tells us that they will be coming from QdelSur towns only, and therefore, we know them better, more or less, than candidates coming from the North). Businesses will now invest in QdelSur because they have to have a market there. Well, there are two sides of the coin, alam ko marami na namang magtataas ng kilay sa sinabi ko, but what we need is cooperation backed up by a good public official. Mindoro, Surigao and other provinces who underwent division were mentioned, highlighting the “failures” but they forgot some inspiring stories like that of Subic. From ashes, it emerged as a very progressive town. The reason behind its success is the cooperation of its citizens and the driving force that motivated them to rise like a phoenix. Pero kung pangungunahan natin ng mga negative thinkings and pessimism, it is doomed to fail. I really hope that I did not offend you. Let us try to think of the advantages and disadvantages of the division and from it, we decide kung saan tayo mas uunlad. I chose the former. Sana huwag tayong magpadala sa mga emosyon natin dahil hindi emosyon ang magpapatakbo ng ating lalawigan kundi matuwid na pag-iisip at tamang pangangatwiran (para sa lahat yun, alabalab) peace and padayon kapatid.

    Sa pinunto mo sa naunang post, gusto kong sabihin na ito ay waring pag-amin sa disadvantage ng isang malaking lalawigan. Ang iyong bayan ng Tagkawayan ay nasa pinakadulo ng Quezon, boundary na ng Camarines Sur, at iyong sinabi na naramdaman ninyo ang pag-unlad sa sarili nyong kakayahan nang hindi umasa sa provincial government. Naimbitahan noon ang iba’t ibang sector ng 3rd at 4th district gayundin ang mga mambabatas sa ibang lugar, at isa pa nga sa pinagtatalunan namin noon ng mga kasambahay kong Gumaqueno sa Maynila ay kung aling bayan ang gagawing kapitolyo: Lopez, Gumaca, o Catanauan. Hindi ako naging bahagi ng konsultasyon dahil ako’y nasa Maynila pero nagkaroon ng konsultasyon.

    Nakita mo ang Friendster account ko. Nakita ko rin ang sa ‘yo, at alam nating pareho na magkasangga tayo sa pakikibaka (hindi na nga lang ako aktibo matapos ang pag-aaral ko sa kolehiyo). Iisa ang ating layunin, ang pagsilbihan ang masa. Sa aking palagay, sa paghahati ng lalawigan, mas mailalapit sa masa ang mga serbisyo ng pamahalaan na dapat nitong ibigay sa kanyang mamamayan. Mahaba at mahirap ang landas na tatahakin natin bago natin makamit ang ating minimithi at ang paghahati ay ang unang hakbang pa lamang tungo sa daan ng pag-unlad.

  2. Church leads bid to divide Quezon into 2

    LUCENA CITY – The Catholic Church has taken the lead in a campaign to create a new province out of Quezon that faces a vote late in November.

    The proposal would divide Quezon province into Quezon del Sur and Quezon del Norte.

    Bishop Emilio Marquez has confessed that the idea originated from him out of compassion for poor residents from the 3rd and 4th districts of the province.

    In his homily at the St. Ferdinand Cathedral Sunday, the bishop said he first brought the proposal to former Quezon Rep. Wigberto Tañada sometime in the 1990s.

    “In my 17 years as bishop of Gumaca, I saw the poor and neglected conditions of the 3rd and 4th districts. I told Bobby (Tañada) to work for the division of the province,” Marquez said.

    Republic Act No. 9495 creating Quezon del Sur was originally filed by Representatives Tañada (4th District) and Rafael Nantes (1st District) in 1998.

    When Tañada made it to the Senate, the proposal was re-filed by Nantes with Representatives Lorenzo “Erin” Tañada III (4th District), Proceso Alcala (2nd District) and Danilo Suarez (3rd District) until its passage last year.

    Turnaround

    However, after being elected governor in the 2007 elections, Nantes made a turnaround and has now been publicly declaring his opposition to the division of the province on grounds that it will disrupt his general plans for the development of Quezon.

    Marquez called on his parishioners to vote in favor of creating Quezon del Sur in a plebiscite scheduled in late November.

    “Let us all vote. It is our obligation. But we should all vote in favor of creating a new province. Let us give the people of the 3rd and 4th districts a chance to stand on their own. That’s charity,” he said.

    Marquez also refuted claims by opponents of the division that no public hearing had been conducted.

    “It’s a lie,” he said.

    Marquez, former Gumaca bishop who ministered the affairs of the Catholic Church in the 4th and some parts of the 3rd district, said he remembered that on Oct. 28, 2000, one of the public hearings, which was attended by at least five congressmen, one of them from Mindanao, was held in a function room of the Gumaca bishop’s residence.

    New beginning

    “The idea of good government is to bring it closer to the people and this (creating Quezon del Sur) is the best way to do it,” Marquez said.

    Charismatic priest Fr. Joey Faller from Lucban town has also declared his support for the division of Quezon as it would be a “new beginning” for the poor people of the province.

    Infanta Catholic Bishop Rolando Tria Tirona, head of the prelature of Infanta in northern Quezon, is set to launch an information campaign on the division.

    TITLE IV
    THE PROVINCE

    CHAPTER I
    Role and Creation of the Province

    Section 459. Role of the Province. – The province, composed of cluster of municipalities, or municipalities and component cities, and as a political and corporate unit of government, serves as dynamic mechanism for developmental processes and effective governance of local government units within its territorial jurisdiction.

    Section 460. Manner of Creation. – A province may be created, divided, merged, abolished, or its boundary substantially altered, only by an Act of Congress and subject to approval by a majority of the votes cast in a plebiscite to be conducted by the COMELEC in the local government unit or units directly affected. The plebiscite shall be held within one hundred twenty (120) days from the date of effectivity of said Act, unless otherwise provided therein.

    Section 461. Requisites for Creation.

    (a) A province may be created if it has an average annual income, as certified by the Department of Finance, of not less than Twenty million pesos (P20,000,000.00) based on 1991 constant prices and either of the following requisites:

    (i) a contiguous territory of at least two thousand (2,000) square kilometers, as certified by the Lands Management Bureau; or

    (ii) a population of not less than two hundred fifty thousand (250,000) inhabitants as certified by the National Statistics Office:

    Provided, That, the creation thereof shall not reduce the land area, population, and income of the original unit or units at the time of said creation to less than the minimum requirements prescribed herein.

    (b) The territory need not be contiguous if it comprise two (2) or more islands or is separated by a chartered city or cities which do not contribute to the income of the province.

    (c) The average annual income shall include the income accruing to the general fund, exclusive of special funds, trust funds, transfers and non-recurring income.

    Section 462. Existing Sub-Provinces. – Existing sub-provinces are hereby converted into regular provinces upon approval by a majority of the votes cast in a plebiscite to be held in the said subprovinces and the original provinces directly affected. The plebiscite shall be conducted by the COMELEC simultaneously with the national elections following the effectivity of this Code.

    The new legislative districts created as a result of such conversion shall continue to be represented in Congress by the duly-elected representatives of the original districts out of which said new provinces or districts were created until their own representatives shall have been elected in the next regular congressional elections and qualified.

    The incumbent elected officials of the said subprovinces converted into regular provinces shall continue to hold office until June 30, 1992. Any vacancy occurring in the offices occupied by said incumbent elected officials, or resulting from expiration of their terms of office in case of a negative vote in the plebiscite results, shall be filled by appointment by the President. The appointees shall hold office until their successors shall have been elected in the regular local elections following the plebiscite mentioned herein and qualified. After effectivity of such conversion, the President shall fill up the position of governor of the newly-created province through appointment if none has yet been appointed to the same as hereinbefore provided, and shall also appoint a vice-governor and the other members of the sangguniang panlalawigan, all of whom shall likewise hold office until their successors shall have been elected in the next regular local elections and qualified.

    All qualified appointive officials and employees in the career service of the said subprovinces at the time of their conversion into regular provinces shall continue in office in accordance with civil service law, rules and regulations.

The Supreme Court of the Philippines okayed the plebiscite on December 13, but ordered to withhold the results. It should not be considered as ultimate victory by the NO camp as this is also reflective of the will of people like me who sided to YES. Isn’t it nice to note that the SC also recognizes the voice of the people by allowing the plebiscite? It’s the first step to realization of Quezon del Sur. Lucky you, NO camp because the SC still considers your petition in weighing things.

Come to think of it, the NO camp is crying out loud because the former House Bill became a law without any opposition from their group. Or if there is any, they hardly made their presence felt. Now that it is a LAW, they want to stop it by citing technicalities. It makes my eyebrows cross. It will make sense if the petition seeking for TRO on QdelSur contains sensible reasons. But to rely on technicalities, specifically on terms and jargons, to oppose QdelSur, is the lowest form of fight. What’s in a name? I don’t care if my province will be renamed Aruray, Bangkekok, or whatever foul-smelling name our politicians can think of, as long as I can feel genuine progress in my place.

You NO people always say that it is just gerrymandering of the politicos in this part of the province, but have you ever considered civilians like me who dreamed of the separation of the underdog districts from the main province? They (the politicians) are just incidental. Even if it’s not Erin, even if it’s not Danilo, Jayjay or the rest of the Suarezes, I, together with those who support Quezon del Sur, would still push for our “independence.”

You criticize the churchmen for advocating the division, they are also citizens of this country, this province, and they have the right to voice out their opinions. They are eyewitnesses of the turtle-paced progress of Southern Quezon and they are credible people. Why criticize a person for voicing out what he thinks is true and will benefit the people? If that is the case, I, too, am doomed to be publicly criticized for airing my side.

I grew up not in the town proper but in the boondocks. I am also an eyewitness to the poverty being experienced by my townsfolk. I saw how eight-year old children skip school just to help their parents produce copra. I saw mommies coming to our house crying, asking for some financial help because they have nothing to eat but young cassava leaves. I saw dads scouting the thickets for anything that can be sold to market just to augment their income during post coco harvest or after typhoons that affect their livelihood. Is this what you call progress? What did the provincial government do to uplift their condition? Nothing. Not even the previous executives of the town. And for the governor, we never saw him in person. We never felt their presence.

Preventing or trying to prevent the plebiscite is tantamount to suppression of people’s voice. And the voice of the people is the voice of God.

Let us give the southerners a chance to experience progress. YES to Quezon del Sur.
